The 30-year reform and opening-up in China is the period of Chinese modernization transition of economic and societal development，during which the civil-affair education has been burgeoning. Combining with China’s social transformation and modern civil philosophy from the analysis and evaluation of the course of thirty years of civil education development，this study puts forward the future development trend of civil education. It is found in this study that，civil-affair education is still in the course of growing far from mature even after thirty years of civil education development，which is the type of survival education，presenting the features of development of entrepreneurship-led motion，the “knowledge-based” training，as well as extension-building path and so on. The civil-affair education in the future should be development-oriented education to create a modern civil education system and promote the comprehensive development of man from the perspective of modern civil education.
