Through five years’ development，government purchase of services provided by social organizations has continued to be mature，with better management，more normalized procedure，and more diverse pattern. However，there still exist some problems in the management thinking，management process，financial management and management modes，in order to reach multi-win of social organizations，government and the public，especially to promote the development of social organizations. Following six suggestions are made to overcome the above problems，that is accelerate the legislation of social organizations，explore more modes of government purchase，optimize the procedure of government purchase of services，try to introduce “block allocation system”，optimize financial management system and support the development of social enterprise.
