With the new situation to promote community governance，the cultivation and management related issues has gradually become one of the important settings in urban policy agenda in China. First of all，from the theorial perspective，we discuss the importance of the cultivation and management of social organization. social organizations as the third kind of system arrangement enter the framework of Chinese public service supply policy because of the arguments “market failure” and “government failure”. It’s believed that the only way to face and fix the morder social problems is the cooperation network among the government，market and social force，in terms of meeting the demand of the residents of the growing and increasingly diversified. Secondly，we take the social organizations integrated service center of Beijing Chaowai Area as example to propose an “incubator”；It is also important for community development. Finally，we summarized some experience related to the cultivation and management of social organization to be able to push related practice and theory research.
