以北京为代表的部分城市对于卖淫嫖娼人员的处置方式为在治安处罚、行政拘留之后，再进行收容教育。现行的对卖淫嫖娼人员的收容教育制度在实施过程中存在不少的问题，亟待改革。在现阶段社会现实下，应当将收容教育制度进行司法化，以保障公民的人身自由权利不受随意侵犯。
<<As the representative of some cities，Beijing’s prostitution disposals are security punishment，administrative detention，and asylum education. There are a lot of problems during the implementation of prostitute’s asylum education system in the reform. At the present stage of social reality，we should take the institution of asylum education to the judicial system，in order to protect the right of the citizens’ personal freedom is not free.
