Community’s social organization is the organization carrier of Community Governance Innovation and it has the important function of promoting the modernization of basic social governance capacity. The development of the situation，based on a variety of factors of the community type，organization type and the reasons for the establishment，shows a significant difference. After analyzing the current situation，problems and reasons，the author puts forward some countermeasures，including creating a good policy environment，promoting public awareness of the whole nation，developing the public interest force in the entertainment organizations，promoting the evaluation method based on the service object，and improving the professional ability of the community elite.
