There are close links among the construction of the rule of law，the people-oriented scientific outlook of development，and the safeguarding of human rights. The Decision of the CPC Central Committee on Major Issues Pertaining to Comprehensively Promoting the Rule of Law，adopted at the Fourth Plenary Session of the Eighteenth CPC Central Committee in October 2014，has sketched a new blueprint for the development of the rule of law and human rights cause in China. The Chinese government has decided to increase the frequency of publication of white papers on human rights and to promote the implementation of national human rights action plans by way of mid-term evaluation；the unprecedented efforts made by the Chinese government in the fight against corruption have multiple significances for the safeguarding of human rights；human rights education has been attached greater importance to，as proud by the designation of five more colleges and universities as national-level human rights education and training bases；and China has also made new progresses in participating in international human rights protection mechanisms.
