Since 2014，national cultural system has conscientiously conformed to all decisions made by the State Council of Party Central Committee. In general，basic public services have been equalized and remarkable results have been achieved in establishing public cultural service system. Effectiveness of public services has been greatly improved. Basic public cultural services of public libraries，mass cultural institutions，public museums and public galleries and so on have been further enhanced and developed. Nevertheless，there are still some problems such as insufficient capital investment in cultures，low utilization ratio，low satisfaction of services，regional imbalance，low participation of social groups and lack of competitive cultural products，which have prohibited urban and rural people from realizing their basic public cultural rights and interests. Public cultural services may be promoted from following respects，including increasing investment in public cultural services，improving development of public cultures，strengthening support for underdeveloped areas，enhancing roles of social participation in the provision of public cultural services，steadily promoting strategies for exquisite products and improving quality of provided public cultural services.
