The SCO Ufa Summit in July 2015 passed The SCO Development Strategy Until 2025，determined as its next-decade main development direction reinforcing regional security，carrying out trade，economic and humanistic cooperation，and accepting new members on the open-door principle. The author thinks that the security and development remains to be the key point for the SCO，and multilateral trade and economic cooperation must take gradually building free economic zones as its hand grap.
