The cooperation of the abutment between the “Silk Road Economic Belt” and “the Eurasian Economic Alliance” indicates that both China and Russia give mutual understanding and support of their own development strategies. The geopolitical and economic structure of Eurasia has become a key aspect for Russia to deal with relations with the SCO. The SCO must propel the abutment cooperation between One Belt and One Alliance. The Silk Road Economic Belt Initiative has taken full consideration into economic complementarity and differentiation between China and its surrounding countries，and opportunities out of this kind of complementarity and differentiation，which serves as an important foundation for China to engage in long-term cooperation with the regional countries.
