In 2015 two Summit meetings were held between the representatives from the European Union，the heads of governments of some EU members and Western Balkan countries，in order to promote the Western Balkan countries to achieve substantial progresses in their reforms and further the European integration. At the first Summit an agreement was reached on the ‘Berlin process’，which is aimed to promote regional cooperation，economic development and European integration. At the second Summit，the importance of the ‘Berlin process’ was reaffirmed and the following consensus was achieved on the resolution of bilateral disputes，improvement of governance，promotion of transport，communication and personal mobility，and countermeasures to be taken to deal with the Refugee Crisis. The focus of the EU’s policies towards the Balkans has been illustrated clearly by the Western Balkans Summits.
