Based on data of Beijing from the “nationwide special survey on the basic services for and needs of the disabled”，this paper describes the current condition of social insurance participation，and enjoyment of social assistance，social benefit and allowance. It also point out the several major issues in the area of social security. Policy recommendations are suggested from overarching design，means and content of guarantee，to better facilitating the employment of the disabled.
