在社会结构转型、政府职能转变的社会背景下,承接政府职能、提供专业服务的城市社区服务站大量涌现。本文以北京市海淀区中关村街道H社区服务站为例,运用结构式访谈、电话调查和参与观察法对社会工作介入城市社区服务站的发展进行分析。研究发现,由于没有独立权力和人员场地、专业社工人才大量流失以及缺乏有效的志愿者激励制度等原因,北京市多数社区服务站的职能过度偏向行政管理和公共服务,忽视了公益服务和便民服务,专业社会工作的优势没有得到有效发挥。城市社区服务站建设作为社区管理创新举措,需要总结经验教训,推动其全面发展。
<<With the transformation of social structure and government functions,lots of urban community service stations are growing up to undertake the functions of the government and provide professional service. To study the development of professional social work intervention in urban service stations,the author takes H Community Service Station of Zhongguancun Street in Haidian district in Beijing for example,combining with in-depth interview,participant observation and telephone investigation method. The study finds that most community service stations on Zhongguancun Street in Haidian district emphasizes public service and administration overly while neglects the commonweal service and the service to facilitate citizens so that it is hard for professional social work to bring advantages into full play. Among several reasons,no independent authority,insufficient work site,the serious loss of professional social workers and the lack of effective incentive mechanism of volunteer management are the most important ones.
