This paper，by examining the development of unit-based community，concludes that after socialization transformation，the working-unit-based community goes into a pretty pass concerning lack of service，low-level integration，lack of community identification，etc. The way out for the present mode of governance is through rebuilding social integration and community identification by exploring new mode of self-administration and self-service，together with encouraging resident’s participation.
