From the perspective of managing social health care insurance and service management，this paper takes Guangzhou’s original Huangpu District Civil Affairs Bureau，endowment institutions and old people it supports as research subjects，it researches on the current development situation of “combining health care with provisions for the old”：it emphatically analyzes the influences of medical institutions’ inadequate basic medical services configuration targeting at the old-age services on ‘combining health-care with provisions for the old”. In the end，it proposes relevant countermeasures and suggestions.
