Based on the evaluation theory regarding the core value of common destined community and the sustainable trade effects that embodies trade balance，and by using the assessment method with trade imbalance rate index and the capital net outflow index，this paper discovers that，during the first year of the “One Belt and One Road”，the trade cooperation failed to demonstrate the comprehensive strategic effects，but only preliminary nation-identified effect，while investment cooperation performed well. This indicates that there are problems existing under “the Belt and Road” in terms of strategic system and mechanism，publicity interpretation，diplomatic consultation as well as different views on benefit and value. It is really necessary to improve relevant strategies，systems and mechanisms，to strengthen diplomatic publicity and consultation，to adjust and optimize policy tools for foreign trade，to keep balance and stability as well as sustainable growth in foreign trade so as to reach the expected goals of “the Belt and Road”.
