农户加入农业专业合作组织有助于规范农户的行为，对提升农产品质量安全具有积极作用。当前农户普遍表示愿意加入合作社，但是农户具有参加合作社的意愿，是否就意味着其能付诸行动？本文通过对全国651个农户的调查，基于扩展的计划行为理论，分别分析了农户加入合作社的意愿和行为的影响因素。结果表明，农户参与合作社的意愿与行为之间存在差异，其相应的影响因素也不尽相同；行为态度、主观规范和知觉行为控制显著影响农户参与合作社的意愿，但农户最终是否加入合作社仅取决于农户的行为态度以及合作社在降低生产风险中的作用；农户对合作社的认知影响其是否加入合作社；计划行为理论适用于农户加入合作社的意愿分析，但不适用于农户加入合作社的行为分析。基于此，赋予合作社更多的职能，发挥合作社在降低农业生产风险方面的作用，鼓励小规模生产者加入合作社，定期对合作社成员进行辅导、培训，有针对性地向农户宣传合作社，对于缩小农户参与合作社的意愿与行为的差异，促进合作社的进一步发展，发挥其在食品安全治理方面的作用，具有重要意义。
<<Agricultural cooperative organization helps to regulate the behavior of the farmers，plays a positive role in improving the quality and safety of agricultural products. Currently，farmers are willing to participate in the cooperatives. However，does the intention means the action？Based on the survey data of 651 farmers from Chinese country，this paper used the extended theory of planed behavior to analysis the effect factors of the will and behaviors of farmers’ participation in Cooperatives respectively. The result shows that，there are differences between the will and behaviors of farmers’ participation in Cooperatives. TPB is suitable to analysis the willingness of farmers’ participation in Cooperatives，but it is inapplicable in behavior research. Attitude，subjective norms and perceived control significantly affects the willingness of farms，while the behavior of farmers participating in cooperatives is depended on attitude and the function of cooperatives. Farmer’s perception of cooperatives is negatively related to their participating behavior.
