In 2015，Guangzhou was guided by innovation-driven development strategy and actively implemented financial investment and incubators double plan，then gained significant progress in science and technology policy innovation，technology and finance integration，new-type research institution construction，innovation and entrepreneurship incubation system building，as well as international and regional scientific and technological cooperation. In 2016，with the gradually dividend release of series of “1+9” science and technology innovation policies intensively promulgated，and the comprehensive construction of Pearl River Delta National Innovation Demonstration Zone with the core of Guangzhou High-tech Zone，the financial investment in science and technology in Guangzhou would enter the compensatory rapid growth period. As expected，Guangzhou would achieve greater breakthroughs in R&D intensity，incubator building，innovation and entrepreneurship talents clustering and other aspects.
