As the source of innovation，new knowledge，new technology and new invention，research base is an important platform for cultivating and agglomerating high level scientific talents，achieving independent innovation and core technology，and also a vital index to measure the science and technology innovation capacity for a country or region. Actively promoting scientific research base system construction is one of core contents in the innovation-driven strategy implementation，striving to become the vanguard of innovation-driven development and build independent innovation high ground in Guangzhou. Besides，it is also the urgent need to enhance regional innovation capability，accelerate industrial transformation and upgrading and construct international scientific and technological innovation hub. The research group summarized the construction situation of Guangzhou research base system and relevant innovative factors such as talent，discipline and science and technology assets，then proposed corresponding suggestions. Last，the countermeasures were proposed for Guangzhou research base system construction in the coming period，especially during the “Thirteenth Five-Year” period.
