Patent pre-warning is a trailer system of enterprise or patent owner facing the patent dispute which is about to happen. Patent administrative reconsideration pre-warning refers to the railer and prevention system of patent administrative reconsideration issues. The aims of the pre-warning are to help patent administration to exercise administrative powers according to law and reduce the risk of enforcement in order to improve a series of institutional mechanisms covering administrative enforcement capability and level. The group analyzed the causes，the scope and the quality of Guangzhou patent administrative reconsideration cases，combined the characteristics，rules and trends，as well as the comparative study of patent administrative law enforcement system in foreign countries，and proposed the general idea and countermeasures to construct Guangzhou patent administrative reconsideration cases pre-warning system.
