As the capital city of Guangdong province，the construction of innovative city is an important objective for Guangzhou，the attainment of citizens’ intellectual property rights have significant impact on the innovative city construction. The research group investigated three categories including business，WTO graduate students on job and postgraduates and graduate students in universities and summarized the situation of attainment of Guangzhou citizens’ intellectual property，then proposed corresponding suggestions.
