In recent years, the land law enforcement has been upgraded from the functional department level to the government level, which has become the consensus at various levels of governments. Facing the sharp conflicts between the resource protection and land use required by economic development as well as the grim situation of illegal land use, as a result of concepts change, the Guangzhou municipal government has taken lead in establishing a co-responsibility system in land law enforcement, in order to transform from a negative example to a positive example. However, in the process of real practice, some towns or streets have failed to put the policy in the right place, in a way reflecting the existing faultiness of the co-responsibility system. On the basis of elaborating the present status of co-responsibility in land-law enforcement in Guangzhou, the article has probed into the existing problems and thus put forward proposals to solve the problems, in a hope to provide a reference for the government to strengthen the enforcement of land law. <<
