In recent years，“Third Term” issue and extremism are the focus of African political and security circumstance. Democratic transitions are the core problem of African political development，while “Third Term” issue exploded in some African countries like Burundi and Democratic Republic of the Congo caused lasting political crisis，which impacted African political development and added more uncertainties to democratic transitions. Concurrently，collaborations among African terrorist organizations，ISIS and Al Qaeda are more closer. Terrorism，domestic conflict and political crisis are overlapped together，which complicated African anti-terrorism situation. Under this background，African countries are accelerating the self-security capacity building，and China becomes important partner in African security cooperation.
