广州市“三旧”改造在简化历史用地手续、改造模式和土地供给主体、土地增值收益分配等方面进行了创新,成效显著。但也存在整体行政效率较低、政策细则不完善、旧城旧村改造相对复杂、违建及寻租现象突出等问题。应采取提升主导部门职能、强化政府主导作用、调整利益分配机制、完善政策操作指引、推进成片连片改造与加强监管力度等措施,进一步完善“三旧”改造模式、推动城市更新。
<<Guangzhou has achieved remarkable innovation and results in “Three Old” transformation in terms of simplified procedures for land improvement,and land supply body,land value-added benefits distribution. But there are also outstanding issues,e.g. low overall administrative efficiency,imperfect policy rules,relatively complex transformation of the old villages and old city,illegally built and rent-seeking behavior. The paper suggest Guangzhou should enhance the functions of the leading sector,strengthen the government’s leading role in the benefits distribution mechanism,improve the operation of the policy guidelines to promote transformation into a piece of lace and strengthen supervision and other measures to further improve the “three old” transformation,promote urban renewal.
