This study shows the population developing history，the population regulation policies and the reasons which cause the rapid increase of population in Beijing. This study will analyze the experience of metropolis in foreign country，and based on Beijing’s urban function，industry layout and existing population regulation policies，propose some suggestions for Beijing population regulation. This study suggests that the basic idea of population regulation is to adjust employment structure by industry dispersal and the transformation of economic development pattern，to optimize the population layout by adjusting urban space structure，to strengthen population management by building management and employment management，to provide good services by residence permit system and census registration management.
