划定文化生态保护实验区是以保护非物质文化遗产为核心的各类文化遗产资源的重要方式之一。目前,我国相继划定了10个国家级民族文化生态保护实验区,在保护非遗及其相应的文化生态环境方面发挥着重要作用。本报告在对比分析了我国目前的18个国家级文化生态保护实验区,特别是10个民族文化生态保护实验区的基础之上,明确指出了我国在文化生态保护实验区建设中取得的重要成就,总结了其发展经验,并提出了目前我国民族文化生态保护实验区还存在着民众的主体性发挥不足、跨区域保护带来的管理不协调等问题。因此应当构建实验区发展协调统一领导小组,广泛调动社会尤其是民众参与实验区建设的积极性,积极拓宽实验区资金来源渠道,对实验区内非遗进行地毯式搜索,合理把握开发利用各类资源的度,坚持实验区建设同生态保护、反贫困、公共文化服务体系建设的同步进行,并加快实验区法律法规建设。只有这样,才能加快国家级民族文化生态保护实验区向民族文化生态保护区前进的步伐,进一步维护实验区内的文化生态平衡。
<<Delineation of eco-cultural protection areas are an important way to protect all kinds of cultural resources of intangible cultural heritage focus. At present,China has successively divided the 10 state-level national eco-cultural protection areas which plays an important role in the protection of intangible cultural heritage and related cultural ecological environment.
On the basis of the comparative analysis of 18 state-level eco-cultural protection area,in particular 10 national eco-cultural experimental areas. The report pointed out the China’s achievements in the construction of eco-cultural protection areas,summarized the development experience and put forward some problems in eco-cultural protection areas,such as lacked of people’s subjectivity,management was uncoordinated due to the cross-regional protection,etc. Therefore,government should build the collaborative leadership team unity,widely arouse the enthusiasm of the Chinese society,especially the people to participate in reserve construction,To expand the channel of funds of protected areas,inch-by-inch search in the intangible cultural heritage experimental areas,rationally develop and utilize resources,adhere to the synchronous development of experimental areas and ecological protection,anti-poverty,public cultural service system,and to accelerate the construction of laws and regulations. In order to accelerate the pace of national eco-cultural experimental protection area to the national eco-cultural Reserve. Further maintenance of eco-cultural balance in the experimental area.
