In comparing with Beijing，Shanghai，Tianjin and Chongqing，this article assesses the adequacy of Guangzhou’s minimum living standard guarantee system in meeting basic survival and development needs of the underprivileged using indicators like the ratio of minimum living allowance standard to residents’ disposable income and to minimum wage，the per capita substitution rate of consumption，and the difference between increment rates of minimum living allowance standard and consumer price indices. The article，with reference to international experiences，concludes with policy suggestions to improve the existing minimum living standard guarantee system in Guangzhou.
