With the economic development and social transformation，the relief of the new urban poverty group has gradually become the focus of discussion and concern of the community. As a city with better economic development，There are a large number of new urban poverty groups in Guangzhou. Different from the old poverty group，the new urban poverty possess the ability to work，with a low level of culture，unstable employment，and poor life，but can’t get the proper social assistance because of household registration restrictions and income restriction. Therefore，it is necessary to investigate the present situation of the relief of the new poor group in Guangzhou，find out the defects of relief policy system and explore the possibilities of improving the social assistance system，which can promote the reform of the rescue system of Guangzhou.
