The minimum living standard guarantee system provides a basic protection for the low income groups. It has experienced three stages：establishment，development and improvement. Because of the advanced concepts and well-established system，the minimum living standard guarantee system of Guangzhou has obtained good results. But in the new period，it encounters many challenges. In the future，Guangzhou should reinforce the minimum living standard guarantee system in the aspects of standard rationalization，elaboration and specialization.
