Social Assistance & Administration （SAA） for homeless people is an important part of the social assistance system in China. Currently，the agency of SAA affiliated with the civil affair bureau is playing the leading role to provide the service for homeless people. This study firstly outlines the services provided for the homeless in china and Guangzhou and then describes the trial that the services for the homeless provided by the social work institution funding by the GZ civil affair bureau-we can call the trial as ‘Government purchase of social services’. The result shows that the services for the homeless provided by social work institutions are different from the those provided by the official agency in the bureaucratic way. Thus，social work services are a useful supplementation for the official services.
