In order to improve the ability of handling major floods，research projects based on big data to construct the library flood events，with setting up emergency exercise scene，and eventually forming simulation system framework of emergency drills. By using the emergency simulation technology，and through the observing and evaluating the results of drill to follow the dynamic evolution trend，it is helpful to reduce the losses from major floods.
