This paper absorbs Taiwan’s formed conception of preventing and reducing disasters and implementation of Deep Cultivation Project，adopts catastrophology，management，economics and other relative theories，combines the characteristics of the mainland and includes all level administrative regions into the system in order to strengthen the network of the national overall prevention and rescue system and program. Meanwhile，the paper aims at establishing and improving the sustainable program of preventing and reducing disasters and providing theoretical reference for post-disaster compensation and catastrophe financing through utilizing catastrophe insurance and asset-securitization.
