For more effectively attack the terrorism，the strategy of public opinion on anti-terrorism should be implemented. Besides solving the communication channel and content issues，rhetoric issues should also be paid attention to in the anti-terrorism strategy by public opinion. Rhetoric strategies include justification strategies，affect management strategies，and ritual construction strategies. Firstly this study discussed the rhetoric strategies in the communication management of the terrorism attacks. Secondly，the study analyzed the speech reaction strategies to the terrorist attacks in different contexts. Finally，we investigated the core speech on the attacking the terrorism from the perspective of political and cultural context of different nations.
