The project of economic buildings surrounding Temple of heaven to vacate is the largest one in the core district of the capital，belongs to pure public benefit and so much social concern for it.In fact，there is no ready-made mode and path to follow in Beijing. This paper tries to focus on the whole process of the project implementing，and probe a feasible path to promote non cultural protection zone of urban renewal and transformation，even in all Dongcheng District. Through Detailed investigation about the whole process of project to implement，we argues that to solve the shantytowns problem should rely on the municipal and district government working together，properly handle with relationship among government，market and society，and to build the multi-party collaborative mode and path，that is by “government leading，enterprise implementing，residents participating”. In addition，we also should pay attention to the role of social organizations，and protect the capital historical style and retain the nostalgia together.
