The transformation of social governance is a hot issue in China these years. The central government promises to enforce the public service and pays more attention to community development. In Shanghai，the municipality has also proclaimed to improve community service and community development，in order to build a service-oriented government. Shanghai municipality has been carrying on community development for more than 20 years. On different stages，the government emphasized different aspects of community service and advocated different patterns of development. Recently，the municipality has enact a formal document “The plan of improving community service and community building”，in which the government regards the community service as an important part of public service. The government has decided to carry out the duty from seven aspects and to extend the community service to rural area of Shanghai.
