Since reform and opening up to the outside world，Shanghai Communist Youth Leagues and Youth United Association have played an active role as an assistant of CCP，as an important social support of national regime，and as a bridge and bond between the Party-government and the young masses. Considering that the young men seek the opportunity to develop，Shanghai Communist Youth Leagues and Youth United Association integrate service for youths with service for overall interests of the nation，lead the youths to embark on a career and perform meritorious deeds，and make them learn in organizations or in practice. This creates a better effect. However，we need to explore the new approach to hold the youths together by organization and make some innovation in the aspects of institution and mechanism so as to build some organizational pattern and operational mechanism adapted to the new situation.
