Women have the great power that can push the society forward. The Women’s Federation acts as a bridge that links the Party，the government and the women，as the crucial support of the state regime and the fundamental element within the Party’s mass line strategy. Since the Reform and Opening-up，the Shanghai Women’s Federation has achieved great success in organizing women，supervising women，serving women and protecting women’s legal rights etc. In the new era，confronting the requirement of “organization，cohesion and cover-all” in the regional Party construction work，the building of Women’s Federation in the grassroots level needs to be further perfect：to fully meet the requirement of democratic participation and monitoring，the Women’s Federation shall further encourage women to broader social participation；to fully perform the political role as a social linkage and support pillar，the work of Women’s Federation shall be more to the ground；to fully carry out the fundamental state policies of gender equality，the Women’s Federation shall put more efforts into bringing up social consciousness in civil rights；to meet the new challenges of party’s mass line in the new era，the Women’s Federation shall make better capacity building.
