With the leading of Shanghai government and the help of China Disabled Persons’ Federation，with the supporting of the society，the service for disability undertakings in Shanghai has made a great progress that depends on the development of the disability undertakings in China and the fast development of Shanghai for many years .The status of the disabled in Shanghai has been improved greatly. Shanghai Disabled Persons’ Federation insists that the government should play a major role and adopt the socialized method. The federation exploits the social resources，mobilize the social power with government buying and encourage the social power to establish the disability undertakings. On employment，rehabilitation，education and training of mild，moderate and severe disabled person，the federation put it into practice with the centralizing and dispersing method. Based on the local community，the federation mobilizes and organizes the volunteers to help the disabled. Now we have established the social welfare system for the disabled，the socialized system of rehabilitation service for the disabled，the education system for the disabled，the training and employment system for the disabled，the social security system for the disabled and the volunteer system for the disabled which constitute the mode of the social welfare and social service system in Shanghai.
