House-owners’ committee，as a bridge between house-owners and house property （real estate） management company，has played more and more important role in promoting community building and social development. The current key problems facing us are：difficult to hold house-owners meeting，difficult to set up house-owners’ committee，difficult to operate smoothly，difficult to safeguard the house-owners’ rights，and difficult to supervise the members of house-owners’ committee. These problems are resulted from the following factors：uncertainty of the size of housing estate，uncertainty of the pattern of real estate company management，uncertainty of the formation of house-owners’ committee，uncertainty of the legal status of house-owners’ committee，and uncertainty of the supervision of house-owners’ committee. Therefore，we should check on the personnel selection and procedures in the formation of house-owners’ committee；keep up the principles of “democratic negotiation” and “majority rule” of house owners’ association，and have a good understanding of house-owners’ committee as a permanent organization of house-owners’ association and the scope of their relative authority. We should cope with properly the relationships between neighborhood committee，house property management agency and house-owners’ association in the operation of house-owners’ committee. Besides，we should reinforce the function of trade supervision，territorial supervision and house-owners’ supervision in the operation house-owners’ committee.
