While volunteering organizations in Shanghai has achieved rapid development since late 1980s，there are also some main problems to be addressed：the traditional mobilization mode derived by working unites hinders the improvement of the level of auto-organized volunteering activity；the absence of relevant public policy limits the cultivation and development of volunteering organizations；the extensive form of current volunteering activity is not yet adapt to the basic idea of volunteerism development. To improve the level of volunteering service in Shanghai，a series of policy strategies should be implemented，such as enhance the agency capacity and complete the socialization mechanism of volunteering organizations，establish a number of emphasized service fields，branded service programs，regular service bases，and paradigmatic service teams. What’s more，it’s helpful to provide professional service，strengthen supportive network，and constitute public policy which is beneficial for the future improvement of volunteering organizations.
