进入“十三五”时期,《中华人民共和国国民经济和社会发展第十三个五年规划纲要》(简称“十三五”规划)确立了人才优先发展的战略布局,人力资源和社会保障事业发展“十三五”规划纲要(简称人社“十三五”规划)明确了深入实施人才优先发展战略的具体任务,各地以人才优先发展战略为统领,以“十三五”规划和人社“十三五”规划为载体,以推进人才发展体制改革和政策创新、形成具有国际竞争力的人才制度优势为重点,进行了人才发展的战略谋划。本报告旨在以国家和地方“十三五”规划、人社“十三五”规划为文本,阐释“十三五”时期国家及地方层面实施人才优先发展战略的重要举措,分析国家及地方规划“十三五”人才优先发展的趋势和方向。
<<While the 13th Five-Year Plan set up the talent-prioritized strategy,the 13th Five-Year Plan of Human Resources and Social Security identifies specific tasks to implement the talent-prioritized strategy. Led by the talent-prioritized strategy,with the 13th Five-Year Plan and the 13th Five-Year Plan of Human Resources and Social Security as carrier,local governments begin to make strategic plans for talents development,focusing on talent development system reform,policy innovation,and developing a talent system with international competitiveness. Based on the texts of 13th Five-Year Plan at national and local levels as well as the 13th Five-Year Plan of Human Resources and Social Security,the report aims to elaborate major measures taken at national and local levels to implement the talent-prioritized strategy,and to analyze the trend of talent-prioritized strategy development in 13th Five-Year Plan at national and local levels.
