人才工程是吸引和培养优秀人才的重要抓手。20世纪90年代,为解决人才断层、高层次人才短缺等问题,充分参与国际竞争,我国开始启动实施若干人才培养工程。到“十二五”期间,人才工程基本形成较为完整的体系,以国家十二大人才工程为龙头,各地各部门均发展出各具特色的人才工程。各层次的人才工程围绕需求、着力创新、讲求实效,示范作用和辐射效应突出,对全面推进人才强国战略、建设创新型国家发挥了重要支撑作用。“十三五”时期,人才工程的布局、目标、管理等将呈现新的发展趋势。
<<Talent projects are important channels to attract and cultivate outstanding talents. In 1990s,to address problems of talent gap and shortage of high-level talent,and to fully participate in international competition,China launched several talent projects. In “12th Five-Year Plan”,the talent projects generally developed into a comprehensive system. Led by 12 national talent projects,local governments and related departments began to set up talent projects with local characteristics. Talent projects at all levels meet various demands,focus on innovation and aim at practicality. With their pioneering influence as new models,these projects play supportive roles in fully promoting the strategy of invigorating China through talent,and constructing China into an innovative nation. During the “13th Five-Year Plan”,the talent projects will indicate new trends regarding to their distributions,goals and management measures.
