Since the 18th CPC National Congress，especially since the 4th Plenary Session of the CPC Central Committee，legislation in China has entered a new stage，where the construction of law-based administration was pushed forward，and law making system was further improved. However，during the “13th Five Year Plan”，legislation in China is still a daunting task. On the basis of analyzing new situations and latest trends of legislation in the field of human resources and social security，this paper proposes a prediction for the future development in the field.
