2016年联合国秘书长的遴选程序发生了一些新的变化,联大首次举行了候选人与会员国的非正式见面会。由于按惯例此次秘书长应来自东欧国家,美国与俄罗斯的立场成为影响新一任秘书长人选的关键因素。葡萄牙前总理、前联合国难民事务高级专员安东尼奥·古特雷斯最终获得安理会的提名,成为新一任联合国秘书长。从秘书长候选人的陈述看,《2030可持续发展议程》、气候变化、难民、反恐以及冲突解决等全球热点问题将成为新一任秘书长关注的重点议题。作为一位来自欧洲的秘书长,其政治立场、价值理念、工作作风和方式都会与潘基文有所不同,在一些问题上,中国需要与新秘书长有一个磨合与适应的过程。
<<During the process of the selection of the UN secretary-general in 2016,for the first time candidates were invited to meet informally with the member-states of the General Assembly. The positions of the United States and Russia were key factors influencing the final result of the selection. Antonio Guterres,former prime minister of Portugal and former UN High Commissioner for Refugees,was nominated by the Security Council to be the next UN secretary-general. Global issues,such as the Sustainable Development Agenda 2030,global climate change,refugees,counter-terrorism,and conflict resolution,will be the main focus of attention for the new secretary-general. As a secretary-general from a European country,Guterres’spolitical stance,cultural background,working style,and manner will be different from that of former Secretary-General Ban Ki-moon. Guterres is likely to adopt a positive attitude toward UN reform. China is an important partner in the United Nations. The change in the secretary-general will not affect mainstream Sino-UN relations but China will need to establish more mutual communications and understanding with the new secretary-general.
