浙江省在防止领导干部利益冲突的实践中，针对领导干部“以权揽储”等问题，建立了以招投标为主要方式的公款竞争性存放管理机制，较为有效地遏止了领导干部“以权揽储”问题，提升了公共资金的管理使用效益，为新形势下防止利益冲突、更加科学有效地防治腐败提供了新的思路和手段。
<<As an effort to avoid leaders’ conflict of interest，Zhejiang Province build a competitive mechanism for public funds storage in order to solve the problem of power intervention in public funds management. This reform has improved the quality of public funds management，which has important implications for avoiding the conflict of interest and preventing corruption.
