This study performed participant observation on three network video broadcast platforms through Ethnography Methods，explored various problems involved in vulgar pornography，language violence，loss of privacy in the process of live broadcast，and analyzed the social and psychological motivation behind it. In order tonorm network video live activity，it is necessary to construct diversity of participatory governance system of anchor，audience，enterprise，government，forming healthy industrial ecology. This study advocated that live user’s expression rights should be protected according to the law under the premise of unimpaired public interest.
