The government of Guangzhou forms “One District One Brand Activity” model to conserve the intangible cultural heritage. In this model，semi-folk transformation，legalization，branding，multi-agent transformation，urbanization，modernization，stagewise features，tourism，and resource utilization are the characteristics of the intangible cultural heritage. By leading various resources from top to bottom，，the government of Guangzhou effectively integrates the intangible cultural heritage with tourism，enhances the local identity，but causes adaption and reconstruction of the intangible cultural heritage. Strengthening the voice of local people and improving co-operative mechanism will be conducive to conservting the intangible cultural heritage.
