人才是经济、社会发展的第一资源。青年人才队伍建设是人才队伍建设重要组成部分之一。青年科技人才队伍建设成为北京实施创新驱动发展战略的重要抓手，这支人才队伍的发展与创新活力直接影响着北京国家科技创新中心目标的实现。本研究以“完善首都青年科技人才培育链条、构建青年科技人才联系机制”为目标，通过梳理北京市近年来青年科技人才培育体系，总结其中的特点与经验，挖掘政策体系与人才队伍建设中存在的问题，提出促进北京市青年科技人才培育的对策建议，促进首都青年科技人才的开发与培育。
<<Talent is the first resource for economic and social development，and construction of young talent team is the most important in the construction of talent team. The development and innovation of young scientific and technical talent directly influence the realization of the central goal of the national scientific and technical innovation in Beijing，young talent team construction is an important guarantee for the implementation of innovation driven development strategy in Beijing. This study aims at “improve the capital young scientific and technical talent cultivation chain，construct young scientific and technical talent linkage mechanism”，summarizes the characteristics and experiences，and finds out current problems in policies，put forward suggestions to promote young scientific and technical talent cultivation in Beijing，in order to promote the development and cultivation of young scientific and technical talents in Beijing.
