Tongzhou，Wuqing and Langfang are geopolitical connected，with homologous cultures and close interpersonal exchanges. Located in the bridgehead of Beijing-Tianjin-Hebei region，these three cities are responsible for the implementation of the regional coordinated development strategy and the promotion of regional integration. This paper which revolves around the goal of Tong-Wu-Lang talent integration gives an in-depth research about this three districts concerning realistic foundation，theoretical definition，references of home and abroad，main challenges and tasks，and basic principles，strategic positioning，construction target，fundamental path and specific measures of the construction of demonstration area. Our team proposes that the three should make phased construction target and base on the comparative advantages，function position and industrial division around the implementation of Beijing-Tianjin-Hebei regional coordinated development strategy after comparative analysis of the total amount of human resources and differences of the structure of talents，economies，employment and industry. Meanwhile，the three should focus on institutional mechanism reform and policy innovation of the construction of leading mechanism，public service system of talent integration，platforms of talent integration，and regional industrial cooperation pattern，to explore Early and Pilot Implementation experiences and build the first example of talent integration.
