The “13th Five-Year Plan” period is the critical period for Beijing to carry out innovation-driven development strategy and build national science and technology innovation center. Huairou Science City is the focus of Beijing to build the three centers to build a shared collaborative innovation platform. The urgent subjects we need to resolve are listed as follows：how to seize the major opportunities of the Beijing-Tianjin-Hebei cooperation and development，how to conscientiously implement the central and capital talent development system mechanism reform spirit；how to deepen the talent Cooperation with CAS；how to rely on large-scale scientific device cluster and Huairou Science and Technology Industrial Park to build large-scale science and technology service platform；how to build the new landmark of China’s comprehensive strength of science and technology；how to contribute to build National Science and Technology Innovation Center for Beijing. This paper deeply studies the construction of talent team in Huairou Science City，and sums up the advantages on attracting talent of the first-class university，the scientific research base，the incubation platform，the high-end forum，the academician’s home，the cooperation and the environment optimization. The paper analyzes the existing problems and opportunities of talented personnel construction in Huairou Science City，and puts forward nine countermeasures and suggestions.
