Entrusted by the Leadership Office of Beijing Talent Administration，the project has assessed the mid-term execution of the Capital’s Outline for Medium and Long-term Talent Development Plan （2010-2020）. Based on the new stage，situation and requirements of the capital’s development，the assessment has thoroughly reviewed the execution of the outline for the past 5 years. It first introduces the assessment methodology and then examines the execution of main purposes，crucial tasks，and important projects of the outline by summing up achievements as well as pointing out weakness. Further，it summarizes six types of problems in execution of the outline and in Beijing talent administration and analyzes underlying reasons. Eventually，considering the new situation and requirements of the capital’s talent development，it proposes some suggestions regarding the further execution of the outline.
